How our city grows is shaped by the 2040 Official Community Plan (OCP). The 2040 OCP provides a policy framework for Council by addressing issues such as housing, transportation, infrastructure, parks, economic development and the natural and social environment. It's a plan that sets a strategic course for the next 20 years as to how our city should grow, prioritizing areas, decisions and policies that our citizens have told us they want to focus on through Imagine Kelowna and OCP engagement opportunities. The OCP works with the 2040 Transportation Master Plan to connect people and places – together, they help deliver on our goals of a more sustainable, equitable future.

While predicting the future of cities has never been easy, there are good reasons to believe we are in a period of rapid change. Population growth, technology innovations, shifting demographics, and a changing climate will all continue to influence how people get around. While we are making the best use of available forecasting methods to guide our decisions, we will need to remain nimble and adapt to changing circumstances.

The City of West Kelowna is a growing and vibrant community located on
the traditional territory of the Syilx/Okanagan Peoples. Between 2020
and 2040, we anticipate welcoming over 12,000 new residents. The Official
Community Plan is the road map that will help us guide how and where we
will shape this growth in the future.

The mission of the Regional District is to help protect the quality of life for all citizens by planning for the future, while delivering efficient and cost effective services to the region.

An OCP is a community plan that describes the long-term vision of the future. They include a statement of objectives, goals and policies that guide decisions on municipal and regional district land use management and planning. An OCP usually contains maps that designate land use and where various uses may be considered appropriate.

The 2021 Census Profile for Kelowna 2021 Census products provides statistical information about the population, age, sex at birth and gender, type of dwelling, families, households and marital status, Canadian military experience, income, language, Indigenous peoples, housing, immigration, place of birth and citizenship, ethnocultural and religious diversity, mobility and migration, education, labour, and commuting as measured in the Census Program.

A population projection is a forecast of future population growth. BC Stats applies the Component/Cohort-Survival method to project the population. This method "grows" the population from the latest base year estimate by forecasting births, deaths and migration by age. These forecasts are based on past trends modified to account for possible future changes and should be viewed as only one possible scenario of future population. All population estimates and projections are as of July 1st.
